The European Commission has been monitoring Member States&#8217; digital progress through the Digital Economy and Society Index (DESI) reports since 2014.<\/p>\n<h4 style=\"text-align: justify;\">Human capital \u2013 digital skills results<\/h4>\n<p style=\"text-align: justify;\">The 2030 target of the Digital Compass is that at least 80% of citizens have at least basic digital skills.<\/p>\n<p style=\"text-align: justify;\">According to DESI 2021 results, while 84% of people used the internet regularly in 2019, only 56% possessed at least basic digital skills and only about one third of Europeans possesses above basic digital skills (31%).<\/p>\n<p style=\"text-align: justify;\">An internet connection and the use of internet is not sufficient. As it seems, it must be paired with the appropriate skills to take advantage of the digital society. Digital skills range from basic usage skills that enable individuals to take part in the digital society and consume digital goods and services, to advanced skills that empower to acquire new specialised digital skills, develop new digital goods and services.<\/p>\n<h4 style=\"text-align: justify;\">Human capital<\/h4>\n<p style=\"text-align: justify;\">The human capital dimension of the DESI has two sub-dimensions covering:<\/p>\n<ul style=\"text-align: justify;\">\n<li>\u2018internet user skills\u2019,<\/li>\n<li>\u2018advanced skills and development\u2019.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">The former draws on the European Commission\u2019s Digital Skills Indicator, calculated based on the number and complexity of activities involving the use of digital devices and the internet.<\/p>\n<p style=\"text-align: justify;\"><em>Let\u2019s see the differences between 2021 and 2019, in the following figures<\/em><em>!<\/em><\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/euleaders.eu\/wp-content\/uploads\/2022\/08\/photo1-8-8-22.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-1153\" src=\"https:\/\/euleaders.eu\/wp-content\/uploads\/2022\/08\/photo1-8-8-22.jpg\" alt=\"\" width=\"700\" height=\"411\" srcset=\"https:\/\/euleaders.eu\/wp-content\/uploads\/2022\/08\/photo1-8-8-22.jpg 1277w, https:\/\/euleaders.eu\/wp-content\/uploads\/2022\/08\/photo1-8-8-22-300x176.jpg 300w, https:\/\/euleaders.eu\/wp-content\/uploads\/2022\/08\/photo1-8-8-22-1024x601.jpg 1024w, https:\/\/euleaders.eu\/wp-content\/uploads\/2022\/08\/photo1-8-8-22-768x450.jpg 768w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/a><span style=\"text-align: center;\">Figure 1: Human capital indicators in DESI &#8211; Source: DESI.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">As we can see in the above figure, the percentage of \u201cat least basic digital skills\u201d is higher only by 1% in 2021 than in 2019. Italy, Romania and Bulgaria rank the lowest. In comparison to last year, the largest increases in Human capital were observed in Finland (+2.6 percentage points), Estonia (+1.7 percentage points) and Greece (+1.6 percentage points).<\/p>\n<h4 style=\"text-align: justify;\">Digital skills<\/h4>\n<p style=\"text-align: justify;\">Since 2015, the level of digital skills has continued to grow slowly, reaching 56% of individuals having at least basic digital skills, 31% with above basic digital skills and 58% of individuals having at least basic software skills.<\/p>\n<p style=\"text-align: justify;\">The skills indicators are strongly influenced by socio-demographic aspects. The Covid-19 pandemic led us to a new era, the digital era. Which in many cases caused problems due to the lack of digital skills?<\/p>\n<p style=\"text-align: justify;\">Leaders had to face the difficulties and create an efficient e-nviroment.
